Ontario Cup Policy  






The Ontario Cup Policy associated with referees is as follows

1. A referee and two assistant referees shall be appointed to each Ontario Cup game.

2. In the event that one or both of the appointed assistant referees are not present at the game or unable to act,:

a) the referee may recruit "registered O.S.A. game official(s)" to serve as assistant referee(s);

b) if no "registered O.S.A. game official(s)" is/are available, the referee shall recruit "club referee assistants(s)" to serve as assistant referee(s);

c) the game shall still be played.


3. In the event the appointed referee is not present at the game or is unable to act,:

a) the senior assistant referee, providing that he/she is qualified (as per O.S.A. Published Rules) to referee that level of game, shall assume the duties of referee; a replacement assistant referee shall be recruited, in accordance with 2 above; the game shall still be played or continued; or

b) if the "senior assistant referee" is not qualified (as per O.S.A. Published Rules) to referee that level of game, a "registered O.S.A. game official" (who is qualified to referee that level of game) may be recruited to referee the game; the game shall still be played or continued; or

c) in the event that a) and b) above are not applicable, the game shall only be played, or continued, if both teams agree to play, or continue, the game with some other person serving as the referee.


4. With the exception of the Ontario Summer Games, Semi-Finals, and Cup Finals,:

a) the D.O.C.C. shall be responsible for ensuring that the game officials are appointed to all games in which one of his/her District Association`s teams is the home team;

b) the District Referee Coordinator (hereinafter referred to as the D.R.C.) is responsible for actually appointing the game officials to all games in which one of his/her District Association`s teams is the home team; and

c) the D.R.C. shall provide (in advance) a list of game official appointments to the D.O.C.C. and the O.S.A. Director of Referee Development.


5 For games in the Ontario Summer Games, Semi-Finals, and Cup Finals,:

a) the O.S.A. Director of Referee Development shall be responsible for appointing the game officials to all games.


6. Except as specified in Rules 2 b) and 3 c), all game officials officiating Ontario Cup games shall be registered Game Officials with the O.S.A.

7. The "Game Officials Fees" shall be paid in accordance with the following:

a) For games played in the Ontario Summer Games and the Semi-Final Round, the O.S.A. shall be responsible for paying the "Game Officials Fees" and any approved (by the O.S.A.) expenses to the Game Officials, upon completion of the Game Officials` duties after the game.

b) At the Cup Final Round, the Game Officials shall be paid and a suitable memento of the occasion shall be presented to each Game Official. The O.S.A. shall be responsible for paying any approved (by the O.S.A.) expenses to the Game Officials.

c) For other games played under the "single-game knockout" format, the "Game Officials Fees", travel allowance (if applicable), and meal allowance (if applicable) shall be paid, prior to the commencement of the game, by the Home Team to the Game Officials.

d) For other games played under the "round-robin tournament" format, the "Game Officials Fees" shall be paid by each participating team to the Tournament Host Organization prior to the commencement of the tournament round. The Tournament Host Organization shall be responsible for paying the "Game Officials
Fees" and any approved (by the Tournament Host Organization) expenses to each Game Official, upon completion of the Game Officials` duties after the game, including the submission of the teamsheets and all misconduct reports, and his/her attendance at any discipline hearing(s).

e) The "Game Officials Fees" shall be:

Under-12 and Under-13 Divisions:
Referee $25.00
Each Assistant Referee $15.00

Under-14 and Under-15 Divisions:
Referee $30.00
Each Assistant Referee $15.00

Under-16 and Under-17 Divisions:
Referee $40.00
Each Assistant Referee $25.00

Under-18 and Under-19 Divisions:
Referee $50.00
Each Assistant Referee $25.00

Men and Women`s Divisions:
Referee $60.00
Each Assistant Referee $30.00

f) For travel over 30 kilometres one way, a Game Official is entitled to a travel allowance of 0.20 cents per kilometre (return trip). When possible and practical, the Game Officials shall travel in one vehicle, in which case only the driver is entitled to the travel allowance.

g) For travel over 200 kilometres one way, a Game Official shall be entitled to a meal allowance of $10.00.

h) If for any reason, the game is not played, each Game Official present shall be paid one half of his/her "Game Official Fee" and the full applicable allowances/expenses, in accordance with Rules 9.7 a), b), c), d), and e).


8. With the exception of Ontario Summer Games, Semi-Finals and Finals, the Ontario Cup Discipline Summary Form must be completed immediately following the game and a copy given to each team. The white copy should then be attached to completed teamsheets and misconduct reports and submitted to the Event Coordinator at Tournament Rounds or mailed within 24 hours after the conclusion of all other games. At Ontario Summer Games, Semi-Finals and Finals, the Ontario Cup Discipline Summary Form must be completed by the Referee immediately after the game and all three copies submitted to the O.S.A. Representative.

9. In Tournament Rounds, Ontario Summer Games, Semi-Final Rounds, and Cup Finals, the teamsheets, and misconduct reports must be completed by the Referee immediately after the game and submitted to the Event Coordinator at the game along with the white copy of the discipline summary form. The Referee shall also be required to attend the discipline hearing of any player dismissed during the game who requests a hearing. Such hearing shall take place within 30 minutes after it is requested and no later than one hour after the game.

10. With the exception of 8 above, the teamsheets, misconduct reports and the white copy of the discipline summary form must be mailed by the referee to the O.S.A. within 24 hours after the conclusion of the game. Failure to do so shall result in the referee being referred to his/her District Association for discipline. (If a copy of the discipline summary form cannot be given to a team at the game for any reason, that copy should be mailed along with the other reports to the O.S.A.)

11. The Game Officials and the District Referee Coordinator shall have other duties which are specified in the Policy Document called: "Ontario Cup Rules For Game Officials".
