Assessment Guidelines

1. Purpose:
To provide an advisory service offering helpful comments and suggestions to game officials interested in improving their officiating performance.

To encourage game officials to adopt a process of self-analysis after each game.

To establish a record of performance showing the official`s level of consistency and ability to operate at various levels of competition over a period of time.

To provide information regarding the possible reclassification of a game official.

To provide feedback on the effectiveness of the Referee Development Program.

2. Procedure:
Formal assessments are those carried out by qualified Assessors authorized by the Referee Development Program and include marked, written feedback. Formal assessments are required for upgrading, and for grade maintenance. Although assessments will be made increasingly on a random basis, the Assessment Request Form is used to facilitate the assessment process. Additional forms may be obtained from your District Referee Coordinator.

Assessments to Upgrade from Class 3 to Class 2

To receive a formal assessment, this form should be submitted as soon as the game is accepted by the Referee. The fee for a formal assessment is $25.00. Please provide a cheque or money order payable to "The Ontario Soccer Association" for each assessment requested. Each cheque may be postdated to the date of the game.
Class 3`s should send the request form and cheque to their District Referee Coordinator.

Other Assessments (Maintenance and Upgrading)
For those working to maintain an appointment classification or be promoted beyond Class 2, their request for assessment form should be sent to the Technical Coordinator (Referees) at the Provincial Office. An Assessor will be contacted on your behalf. The fee for a maintenance assessment is included with registration at an appointment classification. For upgrading, the applicable fee is $25.00 for each assessment.

A properly filled out request form will provide the name, current classification of the requester, registrant number, mailing address, and home and business telephone numbers.

For each game, the following must be included:
- names of the home and away teams;
- the full (not abbreviated) name of the league;
- division and/or age group, if a youth league;
- date and time of the game;
- name of the ground, with directions where appropriate.

Please plan ahead - it is highly unlikely that Assessors will be available for assessments on short notice.

3. Cancellation
To report changes or cancellation, contact your District Referee Coordinator if Class 3, or for all others, the Technical Coordinator at 905-264-9390, ext 236.

Note: Assessors are not authorized to accept assessment requests directly from Referees.

4. Appropriate Assessment Games
Only games which are appropriate for the purpose of the assessment will be approved.  For upgrading or maintenance, the game must be in the category, Senior Men`s Competitive, where there are assistant referees.

Only for upgrading to Class 2 from Class 3 will one top-level youth competitive or women`s competitive game with assistant referees be accepted in place of a senior men`s game.
